In recent days, the 2021 Carbon Peak and Carbon Neutrality Forum and the 9th Shenzhen International Low Carbon City Forum, with the theme of "Carbon Road China: Green Innovation Leading, Global Convergence Action", have continuously delivered strong voices in the low-carbon field.


This forum invited domestic and foreign dignitaries, experts and scholars in the field, and representatives of domestic and foreign cities to deliver keynote speeches at the macro level, exchange the current status of the development of scientific and technological innovation industry achievements, and explore new development space in low-carbon production, life, and environment such as green finance, green transportation, and green buildings.


Dr. Luo Xiang, Chairman of the United Nations Global Leadership and ESG Development Center, delivered a keynote speech: He believes that the essence of carbon neutrality is "structural adjustment": adjusting production methods, adjusting investment models, adjusting governance structures, adjusting consumption patterns, adjusting lifestyles... The core is to adjust the market interest-driven model and governance evaluation model! Carbon peak and carbon neutrality are equivalent to a powerful reverse forcing mechanism, forcing China's economy to turn to a green economy, forcing China's energy to turn to green energy, forcing China's finance to turn to green finance, and forcing the whole society to turn to green production and green lifestyles. This is also the important significance of carbon peak and carbon neutrality. It can promote China's innovative development during the third industrial revolution, which is characterized by clean energy, biotechnology and information technology. "Shenzhen dares to innovate, implement and achieve results in low-carbon development." Luo Xiang was deeply impressed by Shenzhen's low-carbon construction in an interview with reporters. He said that compared with other cities in the world, Shenzhen has the ability to take the lead in China's realization of the "dual carbon" goal.


He believes that there are three reasons to support it: First, Shenzhen has a lot of data support in terms of technology-driven energy conservation and emission reduction;
Second, the strength of capital investment. Shenzhen has invested a lot of money in energy conservation and emission reduction, and may continue to increase its efforts in the future to achieve technology-driven, investment-driven and talent-driven; third, institutional guarantees. Shenzhen has formulated its own specific energy conservation and emission reduction plan under the framework of the national "dual carbon" goal. The plan includes institutional guarantees such as policies, regulations, technology and the implementation of talent plans, which can promote Shenzhen's further energy conservation and emission reduction and achieve carbon neutrality.

Next, how can Shenzhen promote the construction of a low-carbon city? Luo Xiang believes that Shenzhen should mainly consider two aspects: one is to maintain high-quality economic development while achieving emission reduction targets; the other is how to promote energy conservation and emission reduction mainly driven by technology.
Luo Xiang said that technological innovation is the key to achieving carbon peak and carbon neutrality, and Shenzhen should focus on the following aspects:
In terms of energy conservation and emission reduction, Shenzhen has a large number of factories that are different from traditional manufacturing industries, namely, electronic companies and high-tech companies mainly led by Huawei. How can these companies produce low-power chips? In addition, some data centers in Shenzhen, as well as the city-wide coverage of electric vehicles and hydrogen-powered buses, all need to promote technological development at the energy conservation and emission reduction end.

In terms of recycling, Shenzhen's high-rise density ranks among the largest and medium-sized cities in China, such as Beijing, Shanghai and Guangzhou. If Shenzhen can achieve the ultimate in building energy conservation and emission reduction, especially recycling, then there is a lot of room for energy conservation and emission reduction.
In terms of energy structure modulation, Shenzhen can make efforts in fields including nuclear energy and hydrogen energy, such as making layouts in the hydrogen energy industry chain. From hydrogen production, hydrogen liquefaction to transportation and utilization, hydrogen can be truly made into the main power of future transportation.
